From County K north of Star Lake, follow Star Lake Road south and west to Razorback Lake Road and to Razorback Lake State Campground. You can park at the boat landing. Walk west down the short path through the woods to the beach. Walk west along the beach and across the wire sedge-dominated peninsula to the west bay of the lake. The emerging dragonfly juveniles were along the shore.

I noticed several of these apparently newly emerged dragonflies on the eastern edge of the west bay of the lake. The shoreline here is open and fen-like, and dominated by wire sedge (Carex lasiocarpa). Razorback Lake is a biologically diverse seepage lake.
